This is opposed to a standard umbraco web developer who will most likely be seeing the design files as the finish line and not consider future proofing for development and features you might want to implement.
Even if the alternative Umbraco web development professional is offering a cheaper price, whether it be hourly or project based, there is a good chance that the certified developer will end up costing less in the long run as they are more likely to do a better job, quicker.
Also, my point above. Down the line, when implementing new features or tweaking old ones, if the site is not set up for this then it will take considerably more time and ballache to do so.

No hesitation.
